The Bacolod Sangguniang Panlungsod commended Nov. 12 the Red Cross Youth Negros Occidental-Bacolod City volunteers, led by Rizaldy Alunan Jr., for their heroic deed in resuscitating a crane operator, who was electrocuted while clearing trees in the city Nov. 10.
“The exceptional courage and quick action demonstrated by the Red Cross Youth volunteers are a testament to their commitment to public service, community safety, and the spirit of volunteerism, worthy of emulation,” the resolution of commendation, authored by Councilor Em Ang, said.
Ang said the volunteers were enroute to distribute food packs to survivors of Typhoon Tino in Negros Occidental when they encountered an emergency incident along Lacson Street in front of Regency Plaza Tourist Inn.

“Without hesitation, the team stopped their vehicle and immediately rendered first aid to the male crane operator, later identified as Rocky Billones, 42, of Talisay City, who was electrocuted while clearing trees,” the resolution, approved by the SP during its session yesterday, stressed.
It added that Alunan administered CPR (cardiopulmonary resuscitation) and provided on-site stabilization while awaiting an ambulance.
“The residents of Bacolod recognize the invaluable service and bravery exhibited by volunteers in times of emergency and crisis,” the SP said, adding this heroic deed embodies the true spirit of volunteerism and service to humanity.
“Despite the unfortunate passing of the patient at a local hospital, their prompt and decisive action in the rescue operation still deserves the highest commendation,” the resolution said. | CGC
