Bacolod sets obligations of IPM in P227.5M waste disposal deal

The IPM Construction and Development Corp., the lone compliant bidder in the hauling and disposal of garbage in Bacolod, should have a minimum of 45 garbage trucks, and two hook lifts, all in good running condition, at any given time during its 11-month contract with the city government.

Out of the 45 garbage trucks, a minimum of 20 must be compactor trucks. Twenty hook lift steel bins must also be installed in designated areas identified by the Bacolod Environment and Natural Resources Office (BENRO), as per the agreement and contract of service between the city and IPM set for ratification by the Sangguniang Panlungsod (SP) soon.

The IPM contract for the collection/hauling and disposal of garbage amounts to P227,515,784.16, and is in effect until Dec. 31 this year. The SP already authorized Mayor Alfredo Benitez to sign the deal with IPM president Isabelita Mercado.

“Monthly payment shall be based on the actual tonnage collected per month, but total payment for the entire 11-month period must not exceed the maximum total collection tonnage of 115,946.38 tons, based on the approved budget of the contract” of P229.16 million, the agreement states.

IPM shall provide 20 three-wheeled motorized garbage collection equipment to numbered barangays inaccessible to garbage trucks, without additional cost to the City.

It must also follow the garbage zonal collection schedule established by the BENRO, which includes daily pick-up of garbage from 41 numbered barangays and along main roads, such as but not limited to, Lacson, Araneta, San Juan, Rizal, Gonzaga, Libertad, Mabini, Burgos, Hilado, Capitol Shopping Area, C.L. Montelibano, whole of downtown area, B.S. Aquino Drive, Circumferential Road, other main roads and secondary roads, and at the three major markets, the satellite markets, and establishments and other areas identified by the BENRO.

“Garbage in the subdivisions and residential neighborhoods under the 20 named barangays must be collected twice a week. If the contractor does not comply with the garbage zonal collection schedule, and there are complaints of uncollected garbage that remain unresolved by the IPM within 24 hours of notification by the BENRO, an appropriate penalty will be imposed by the City,” the contract added.

Services not covered in the contract shall be the collection of toxic and hazardous hospital infectious wastes, as well as construction and demolition debris. “Requests and/or receipt of gift, either in cash or in kind, donation or financial assistance of dump trucks crew from residents are prohibited.” | CGC
