The event was organized by the PCL, DILG, and the Vice Mayors League.

Bacolod was up against 11 other highly-urbanized cities in the national LLA. Quezon City was eventually named the champion, and Mandaue in Cebu as first runner-up, the SP said.

The Bacolod SP was the regional winner for Western Visayas, while San Carlos City in Negros Occidental competed with 12 other sanggunians in the component city category.

The LLA was launched in 2006 by the PCL and the DILG.

“The 2023 LLA recognizes the exemplary performance of city and municipal sanggunians from July 1, 2019 to June 30, 2022…and accords official recognition to SPs that excel in the enactment of ordinances and resolutions that ultimately contribute to the attainment of desirable socio-economic and environmental outcomes,” DILG Secretary Benhur Abalos said in Memorandum Circular 2023-092. | CGC
