The Management Information Technology & Computer Services (MITCS) Team of the Bacolod City government, and the schools division superintendent (SDS) of DepEd Silay are among the regional winners of the 2025 Search for Outstanding Government Workers of the Civil Service Commission.
The CSC Western Visayas said June 26 that the MITCS Team, led by department head Ramon de los Reyes, with Marie Ann Biasca – information technology officer II, Edrian Roel Robete – computer programmer II, Jan Michael Makilan – information systems analyst III, and Mary Jo Goetsch – information systems researcher II as members, won in the CSC Pagasa Award category.
SDS Salvador Ochavo Jr. of the Department of Education Schools Division of Silay, on the other hand, is among the regional winners in the Presidential Lingkod Bayan (PLB) Award category.
The MITCS leads in the city government’s digital transformation and innovation to make government services faster and easier for everyone, including the streamlining of processes to secure permits and licenses; and the introduction of QR codes in government documents, as well as in the IDs of senior citizens and persons with disabilities, among others.
The aim is to accelerate the city’s growth through partnerships and innovations, enabling a seamless digital experience and promoting access to technology for all stakeholders, the city said.
Ochavo, meanwhile, was recognized for his “steadfast commitment to educational excellence and (his) visionary leadership that continues to inspire the entire academic community”.
“May your accomplishments pave the way for even greater success in uplifting the standards of public service and quality education in our city,” Silay Mayor Joedith Gallego said in commending Ochavo.
The PLB Award recognizes an individual or group for outstanding work performance and contributions with national impact.
The Pagasa Award, also for individuals or groups, recognizes superior work performance and outstanding contributions benefiting an office, agency, community, or region.
The CSC6 said that these “outstanding individuals and groups have demonstrated exemplary performance, unwavering dedication, and commitment to public service, making an impact not only within their respective agencies, but in the communities they serve.”
The CSC holds the annual Search for Outstanding Government Workers under the Honor Awards Program (HAP), to recognize civil servants with outstanding contributions and display of exemplary behavior.
Aside from the PLB and Pagasa awards, the Outstanding Public Official and Employee Award or Dangal ng Bayan (DNB) Award is also conferred on government workers in the performance of extraordinary act or public service, and consistent demonstration of exemplary ethical behavior, the CSC added.
Regional winners will move on to the national search, with the recognition and conferment of awards to be held during the CSC anniversary celebration every September. | CGC
