The Sangguniang Panlungsod has approved the creation of an ad hoc committee that will review and investigate the application and execution of the Comprehensive Revised Reclamation Agreement (CRRA) and other related deals between Bacolod City and Bredco.
Councilor Al Victor Espino, who authored the resolution on the committee creation, said this is part of the oversight function of the SP and aims to “ensure the execution and compliance of both the City and the Bacolod Real Estate Development Corporation as to their respective obligations in the CRRA and other relevant agreements/contracts.”
It is necessary to review the implementation of the contract/s “to determine and investigate on whether or not obligations have been properly fulfilled or complied with by the parties,” Espino, chairperson of the SP Committee on Laws and Ordinances, said.
This is also to improve the services and operations of the seaport to benefit the constituents and the riding public, he stressed.
The Bredco Port and Reclamation Project is covered by an agreement between the Bacolod government and Bredco as per the CRRA in March 1995, and the tripartite memorandum of agreement in March 2000 between and among the Bacolod LGU, Bredco, and the Philippine Reclamation Authority.
The Bredco management earlier told the city of its “intention to reclaim additional areas intended to be developed under the replanning of the port operations,” and has asked for the passage of a Resolution of No Objection (RONO) from the SP, which was granted in January this year. | CGC
