The provincial government of Negros Occidental is fully implementing the Capitol Cab System to ensure the proper deployment and monitoring of provincial government vehicles on a daily basis.
This is in line with the implementation of the digitalizing system on the use of vehicles where any Capitol office that needs to use vehicle/s for monitoring or delivery of services will have to apply in the online system.
The requesting party will fill up the online form, including the purpose of the request, the names of employees involved, and the expected departure and arrival time of the vehicles.
Provincial Administrator, Atty. Rayfrando Diaz, said they are in the process of recovering more provincial government vehicles that are not in use and, for several years, have not been attended to or under repair.
He said that they recently recovered 15 vehicles that were assigned before to the different offices. Some of these vehicles were found in private repair shops with no updates on their status.
These vehicles, composed of a van, a sedan, and mini-truck with crew cab, are now in good condition and roadworthy, Diaz said.
Under the Capitol Cab System setup, the Administrator’s Office will monitor the movement of government vehicles so that these will not be abused or privately used, through the setting up of a correct tracking system.
The system will not only cater to transactions from 8 a.m. to 5 p.m., but also the nighttime transport needs of medical frontliners to and from government hospitals in Silay and Valladolid.
It will protect everyone and will determine that every provincial government vehicles seen on the road are doing official functions.
Diaz added that offices or employees found responsible for the misuse of vehicles before the Capitol Cab System took full effect will be made answerable and issued a show-cause memorandum.
He said employees should consider that government vehicles need to be protected more than their private vehicles since the people’s money was used to buy those.
The cab system has been operational for more than two months now, as part of digitalizing the request for vehicles and travel order.
The use of new ambulances is also included in the system.
The province has six negative pressure ambulances to carry patients with infectious diseases. These vehicles are stationed at the 911 Control Center at Panaad Park in Barangay Mansilingan, Bacolod City. These are equipped with extraction and emergency treatment equipment.
The ambulances are part of the One Hospital Command System launched in June to organize the emergency response of Negros Occidental, especially against the COVID pandemic. — MML
