The Victorias City government turned over financial aid to 1,200 college students at the coliseum recently.
The payout, funded through the city’s Gender and Development Fund, aims to support economically-disadvantaged students, anchored under Ordinance 2023-45, or the Victorias City Scholarship and Educational Assistance Program (VCSEAP) ordinance of 2023.
The ordinance formalizes the financial support of the local government to college students. It underscores the city’s commitment of investing in the education of its youth, and empowering them to succeed academically to build brighter and more sustainable futures.

Under the program, each qualified student will receive P2,500 per semester.
Councilor Derek Palanca, chairperson of the Sangguniang Panlungsod Committee on Education and the principal author of the amended VCSEAP ordinance, emphasized the city’s commitment to ensuring equitable access to education for all its residents.
SK President Trisha Mae Majan, in a video message, encouraged the recipients to embrace education and remain passionate about learning.
Vice Mayor Abelardo Bantug III, meanwhile, commended the students for their determination, and reminded them that education is an invaluable tool in shaping their future.
The payout was also attended by councilors Dexter Senido, Danilo de Asis Jr., and Audie Malaga, former Board Member Juvy Pepello, former councilor Vincent Marie Roa, and Barangay kagawad Jappy Cuaycong, among others. ||
